ECONOMIC ATTRACTIVENESS OF UKRAINIAN EUROPEAN INTEGRATION

In 1993 the Ukrainian government announced that European integration was a priority for the country’s foreign policy. But in 2018 Ukraine is still not a member of the European Union.

Despite the significant weakening of the integration potential of the EU in the last decades, it continues to be very attractive for Ukraine in such areas as economic, investment, innovation, social, civilization and others.

At first the economic attractiveness of the European Union for Ukraine is in the opportunity to join the high culture of efficient market economy and to raise its own economy to the same level. Europe is one of the largest solvent and innovative markets that many countries in the world are trying to enter, including the USA, Japan, China, India, Brazil, and Russia. Innovative production in the EU exceeds 75%. No country can reach such a potential of European integration attractiveness. The EU is the territory of a highly efficient innovation economy. The most characteristic indicator of economic efficiency is labour productivity. According to this indicator, the EU, especially its leading countries, first ranks in the world.

Consequently, the EU is economic model and its level of efficiency is a milestone with a high motivational value for Ukraine, a valuable experience for its development.

Secondly, integration of Ukraine into the EU can contribute to the country’s economic development. The EU has a very effective tool through which all the member-countries can develop in a similar way due to a common budget. The allocation and expenditure of the EU budget is subject to the policy of development equalizing. Countries with lower levels of development receive much more funding from the EU budget than they contribute to.

A characteristic feature of the European integration attractiveness for Ukraine is the high potential for innovative development of the EU. In the EU there are countries whose indicators are at the level of innovative leaders such as the USA and Japan.

Also a progress in carrying out reforms and modernization, bringing conditions for business and entrepreneurship to the European standards is very important for Ukraine. Slovenia, Poland, Slovakia and the Baltic countries have successfully realized this potential, especially in the sphere of small and medium business, in the tax, investment, financial, budget, judicial and administrative spheres.

The social attractiveness of European integration for Ukraine is in the possibility of achieving high social standards of European countries. The average monthly salary in the EU today is almost nine times higher than in Ukraine. The pension system is closely connected with the income of the population. This is very important for the Ukrainian pension system, which does not correspond to the income of the population, and to the age and length of service, which causes retirement discontent and social problems. Today high social standards in the EU have allowed its citizens to generate significant financial savings.

Ukraine sees many advantages in becoming a member of the Union, but there are problems that prevent it from achieving this goal.

The world experience shows that economic integration between countries is stipulated by intensive foreign trade. But at present, the foreign trade in Ukraine has not created any prerequisites for integration. To join the Union, a lot should be done in many areas in Ukraine. The leadership should take effective new measures for the good of the country. Ukraine should learn from the EU countries, and not just expect for help. Europe still remains an example of success for the countries of the world. The European integration policy should be a powerful motivator for the modernization of Ukraine.
